Should a city website follow departments or resident tasks?

Nov 2, 2026

A city website can preserve department information while helping residents begin with the task they need to complete. Service-focused routes explain where to start, what to prepare and which official process comes next. The aim is understandable public service rather than a commercial conversion funnel.

What does the resident know when they arrive?

A resident may know they need to report a problem or find permit information without knowing the responsible department. A navigation system based only on the organization chart asks them to understand government structure before finding help.

Common task routes can bridge that gap. They should lead to accurate information maintained by the department, rather than creating a second conflicting copy of the same procedure.

What makes a service page useful?

Explain the service purpose, where the official process starts and what a person should prepare. Confirm contact routes and distinguish general information from a formal application or decision. Let the responsible department validate requirements and dates.

Plain language helps expose missing steps. If staff need several explanations to describe what happens after someone clicks Apply, the page should resolve that uncertainty instead of hiding it behind a button.

How do you keep information consistent?

Name a content owner and define the approval path for important updates. A reusable layout can make pages easier to maintain, but a template does not settle who is responsible for accuracy.

AI may help prepare a plain-language draft from approved material. It should not invent policy, eligibility rules or official instructions. The publishing team needs a record of the source and the reviewer.

What should a communications review measure?

Observe whether people can find and complete the defined task, where they abandon the route and which questions still reach staff. A popular page with many repeat visits may be useful or confusing; the number alone does not settle the question.

Accessibility, language access, security and records obligations need a project-specific review with the public body. An attractive interface is one part of that work, not evidence that every requirement has been met.

Questions business owners ask

Does task navigation replace department pages?

No. Residents can start with a task while department pages continue to explain responsibilities, contacts and other information.

Can every government process live on one new website?

Some tasks belong in established official systems. The communications scope should make the handoff clear rather than duplicate those systems without authorization.
